By default, no the perfect window is somewhat bigger than the arcade.

Here's how the DDR arcade windows compare to Stepmania on several different judgement settings. I think Judge 4 is Stepmania's default.

(All these are rounded up or down to the nearest millisecond)

Marvelous:
Stepmania Judge 2 - 30ms
Stepmania Judge 4 - 23ms
In The Groove - 22ms (Fantastic)
Stepmania Judge 5 - 19ms
DDR Arcade - 17ms (1/60 seconds)
Stepmania Judge 6 - 15ms
Stepmania Judge 8 - 7ms

Perfect:
Stepmania Judge 2 - 60ms
Stepmania Judge 4 - 45ms
In The Groove - 43ms (Excellent)
Stepmania Judge 5 - 38ms
DDR Arcade - 33ms (2/60 seconds)
Stepmania Judge 6 - 30ms
Stepmania Judge 8 - 15ms

As you can see, DDR's arcade timing is in between Judge 5 and Judge 6... so if you don't want to modify your INI file, either of those are fairly close, with Judge 5 being a bit easier and Judge 6 being a bit harder... take your pick.

In the Groove has slightly laxer timing, in between Judge 4 and Judge 5.

Judge 5 is probably a good choice overall because it's about halfway between DDR & ITG timing.
