Why isn't ITG free?

I have a question. Please don't flame me for this. I just found out that you can unpack the PS2 ITG disc, and when you do that you get SM files. My question is since Stepmania is freeware, why isn't ITG free? I mean it doesn't make that much sense to me to buy Stepmania for my PS2. But is there a reason why ITG costs money, when the heart of the game is a freeware program? I would like to hear your responses.

Because, maybe, people would like to get paid for their hard work?

I mean, they ported Stepmania to the PS2. That took effort.

They made the songs/graphics/steps. That took effort.

They bought the appropriate licenses and rights to produce a PS2 game, and paid for manufacturing costs.

Seriously...what do you expect?

Sorry for bumping a lock, but I wanted to clear something up in addition to Cutriss' notes.

Freeware really doesn't describe things properly anymore.

Stepmania (IIRC) was originally GPL'ed. Free to all, to use, to contribute, etc.
But the terms of the GPL was that it had to remain open source, include all derivative works.

Roxor wanted to take this commercial, so they had all the developers sign an agreement, and changed the license to MIT-like. What this did was allowed derivative works (for-profit) to be made and not restricted to open source.

This is why there are five Stepmania-based commercial dance games on or coming to the market.

The MIT license allows derivative works to be closed-source and for profit.
