Polls can be set to different amounts of time, after that time you can't vote in them anymore.

Usually when I go to the main page, it lets me vote, no matter how many times I've voted; it rarely shows the results by default. And no, I dont use dial-up; I have a fairly static IP (meaning it only fluctuates between maybe 3 different one)
