I call it BPM declaration for lack of a better term. A particular chart I'm working on has a BPM of roughly 187, but when I bring it up during normal gameplay it declares the BPM to be 140. Is there any way I can change that?

Open up the .sm with wordpad and set "DISPLAYBPM"
Code:
...
#SELECTABLE:YES;
#DISPLAYBPM:140.000;
#BPMS:0.000=187;
...
