What is the best home version of pump it up for ps2? American or Japnese? Where can I buy it online?

problem: there is no japanese version. Pump it up is a korean dance game, so im gonna assume you mean the korean version.

That said, go with the US version. Yes, it manages to indeed be better. Although the US version doesn't have EVERY song from the arcade version(it prolly still has about 95%), it has some of the best content from Exceed 2(like canon D and go) and new songs all together(although some of them were later used in zero and so on). THe US bundle can also be found for much much cheaper on ebay(i see those things go for around $25 after shipping and everything!). Really, its a no brainer.

the only thing better about the korean version is the bundle came with a superior pad, but still, the price you pay is ridiculous.

US version by far. The only downside is the pad, as jpop said. You get the revivals from Exceed 2, and two preview songs from Exceed 2 (We Don't Stop and Canon-D). Also you don't have the hold glitch from Exceed 1, since it's using the better Exceed 2 system.
