Because the song doesn't have anything extremely difficult in it that would make it an 11 or up...

because it's a rated for keyboard. though if put to the itg scale, it might still be a ten, maybe an eleven. (it plays alot like The Beginning, but a little faster and it only has one crossover in it.)
